Lapin’s tenure was marked by significant criticism, particularly regarding his handling of military operations in Ukraine. In 2022, he faced backlash for the Russian army’s withdrawal from the Estuary in the Donetsk region.
Despite opposition from Chechen leader Ramzan Kadyrov, Lapin was appointed chief of staff of the Russian Ground Forces in early 2023. He later served as commander of the Leningrad Military District in March 2024 and the Northern Group of Forces in November 2024.
One of the pivotal moments leading to Lapin’s dismissal was his decision to dissolve an interagency council responsible for overseeing security in Russia’s Kursk region.
This move, made months before Ukraine’s incursion into the area in August 2024, is believed to have contributed to the region’s unpreparedness and subsequent vulnerability to Ukrainian forces.
Following his removal from active military service, Lapin is expected to transition into a civilian role.
