Appointed in 2015 by former President Muhammadu Buhari, Yakubu made history as the first INEC Chairman to be reappointed for a second term in 2020. During his tenure, he supervised two general elections — 2019 and 2023 — as well as numerous off-cycle governorship elections.

Under his leadership, INEC introduced key innovations, including the Bimodal Voter Accreditation System (BVAS) and the INEC Results Viewing Portal (IReV), which transformed Nigeria’s electoral process by enhancing transparency and curbing multiple voting.

However, his time in office was not without controversy, with stakeholders often divided on the credibility of elections conducted under his watch. While many commend his reforms, critics point to operational lapses, logistical challenges, and disputed outcomes in some elections.
