Everyone in Nigeria knows very well that most kidnappings are kept secret, with families warned not to involve authorities under threat of harm to the victims. Payments are made in cash, often in remote locations like the bush, and are rarely documented.
This secrecy makes it unlikely that all victims or families would disclose the amounts paid, even in surveys.
Given these challenges, it is unclear how the NBS could reliably estimate the total ransom payments.
Without transparent data collection methods or access to accurate records from Police, DSS, NSDC, Army and NSA, such figures may be based on speculation rather than hard evidence.
