According to TASS and Russian Defense industry sources stated that a Crimea-based firm, Rossiysky Kupol is now producing Volna Kupol Garant
Volna Kupol Garant is a point-defense jammer for Starlink that points high-power dishes at one passing satellite and floods the Ku-band uplink (14.0–14.5 GHz, eight 62.5 MHz channels) so that satellite cannot hear terminals in a small patch below.
Russian specialists describe this as “stunning” or “blinding” the spacecraft for the time it is overhead; after the beam stops, they claim a few extra minutes of recovery lag.
