Madlanga Commission Hears Tobacco Company Boss Shared Details of Former Ekurhuleni City Manager Imogen Mashazi’s Alleged R3.5 Million London Shopping Trip Funded by Ze Nxumalo With General Khan

The Madlanga Commission heard on Monday that suspended deputy crime intelligence boss Maj-Gen Feroz Khan allegedly knew about a luxury London shopping trip for former Ekurhuleni city manager Dr Imogen Mashazi that was allegedly funded by businessman Ze Nxumalo.

Evidence presented indicated Khan had received details of the travel arrangements before the trip.

Advocate Adila Hassim told the commission that Tobacco Company Boss Mohammed “Mo” Sayed sent Khan information about the July 2022 trip.

Mashazi, her husband and two friends travelled to London for a three-day shopping weekend on a privately chartered aircraft.

An invoice before the commission showed the flight, valued at about R3.5 million, was paid for by Nxumalo through his company, ZIG Revenue Management.

Hassim said there was currently no evidence explaining what Nxumalo received in return for paying for the trip, but argued the R3.5 million payment was far beyond ordinary hospitality and raised questions about whether influence, protection or privileged access was expected.

She also told the commission that Mashazi did not declare the trip to the municipality, describing the omission as a matter of grave concern.

The commission is continuing to examine the circumstances surrounding the London trip, including Khan’s knowledge of the arrangements and the relationship between those involved.

Advocate Matthew Chaskalson SC has also joined Hassim in leading further evidence relating to Khan before the commission.
