Russia-Ukraine War: Moscow Rejects Military Pause

Russia-Ukraine War developments have taken another turn after Moscow reiterated that it would not agree to a freeze or pause in military operations without addressing what it describes as the “root causes” of the conflict.

Russian Deputy Foreign Minister Mikhail Galuzin has maintained that any lasting settlement must go beyond simply stopping the fighting and should address the issues Moscow considers responsible for the war.

The Russian diplomat has also criticised Ukrainian President Volodymyr Zelenskyy, accusing his administration of escalating the conflict and pursuing policies that Moscow says have made a negotiated settlement more difficult.

Galuzin also criticised Ukrainian attacks on Russian energy infrastructure and condemned continued military assistance to Ukraine from Western countries, particularly the United States.

Russia’s position on a ceasefire
Moscow has repeatedly argued that a temporary ceasefire or freezing of the current front line would not by itself resolve the conflict.

Russian officials have instead insisted that any agreement must address broader political and security issues that they describe as the underlying causes of the war.

Among the issues repeatedly raised by Moscow are Ukraine’s relationship with NATO, its military capabilities and wider European security arrangements.

Russian officials have also called for guarantees concerning Ukraine’s future security and political alignment, positions that have remained major points of disagreement between Moscow and Kyiv.

Ukraine and Western position
Ukraine and its Western allies have generally pushed for an immediate ceasefire as an important first step toward broader peace negotiations.

Kyiv has rejected Russian demands that it believes could weaken Ukraine’s sovereignty or restrict its ability to determine its own security and foreign-policy arrangements.

Western governments have also continued providing military and financial assistance to Ukraine, arguing that the support is necessary for the country’s defence against Russian attacks.

Moscow, however, maintains that continued Western military assistance is contributing to the continuation of the conflict.

What Moscow’s position means
The disagreement over the conditions for a ceasefire remains one of the major obstacles to a broader settlement.

While Ukraine and its allies have called for an end to the fighting, Russia has continued to insist that a temporary halt would not be sufficient if the issues it identifies as the “root causes” remain unresolved.

Russian officials have previously described these issues as central to any future peace agreement, meaning that Moscow’s position could make negotiations over an immediate military pause more difficult.

The latest comments attributed to Galuzin therefore reinforce Russia’s position that the Russia-Ukraine War cannot be resolved simply by freezing military operations.

Instead, Moscow wants any eventual settlement to address the political and security questions it considers responsible for the conflict.

The position comes as diplomatic efforts surrounding the war continue, with the two sides remaining divided over the conditions for a ceasefire and the terms of a possible long-term settlement.

For now, Russia continues to argue that a sustainable peace agreement must deal with the issues it considers fundamental to the conflict rather than simply suspend military operations temporarily.
